A promise creation part 250 creates new promise information for newly registering a promise in a promise management function 300, or correction promise information for correcting a promise that has already been registered from the keyword extracted by the keyword extraction part 240. A promise update part 260 compares the promise managed by the promise management function 300 with the created promise information, and inputs a comparison result in the promise management function 300.
