PROBLEM TO BE SOLVED: To provide an image forming device for enabling stable image output having less abnormal images at high durability even in repeated use by forming high image quality images at a high speed in the compact image forming device, and to provide an image forming method. SOLUTION: The image forming device is provided with at least: first and second photoreceptors; first and second writing means having 1200 dpi or more; first and second image forming parts having first and second developing means; a transfer means for transferring toner images formed on the first and second photoreceptors respectively on a transfer medium in a transfer part; and a fixing means for fixing the toner images transferred on a recording material. A time period for moving an arbitrary point on the first and second photoreceptors from a position facing right to the writing means by to a position facing right to the developing means is shorter than 50 msec, and longer than transit time periods of the first and second photoreceptors.
