An X2-GW collects operation information from a plurality of HeNBs in a dual connection scheme. The X2-GW acquires, from an MeNB, the wireless-quality measurement result reported to the MeNB by a UE. The X2-GW specifies the destination of a SeNB addition request message received from the MeNB on the basis of the HeNB operation information and the measurement result, and sends the SeNB addition request message to a specified HeNB. Upon acquiring a positive acknowledgement message for the SeNB addition request message from the HeNB, the X2-GW sends the acquired message to the MeNB. |
