PROBLEM TO BE SOLVED: To easily select a threshold in the case of performing pattern recognition to input information, and to attain compatibility between the processing speed and recognizing precision. SOLUTION: Certainty at which each of image regions of image data 401 as input information includes a pattern to be recognized is obtained by a first discriminator 402, and one or more regions having relatively high-level certainty among certainty obtained by the first discriminator 402 are selected by a binarization processing part 407, and the detection processing of the pattern is performed to the region selected by the binarization processing part 407 by a second discriminator 409 and a threshold decision processing part 411.
