PROBLEM TO BE SOLVED: To provide a heat characteristic testing method of a temperature regulating material capable of simply and rapidly evaluating the temperature characteristics or heat quantity moving characteristics of the temperature regulating material especially useful for the temperature regulating material for relaxing the temperature change of a material due to the temperature change of an outside environment by utilizing a phase changing substance, and a heat characteristic tester of the temperature regulating material. SOLUTION: A test piece is grasped between a heater of which the input energy is controlled by a computer and a cooler which is regulated to a definite temperature lower than the phase change temperature of the phase changing substance while the input energy of the heater is increased or decreased and the temperature of the heater is changed from a temperature below or above the phase change temperature of the phase changing substance to a temperature above or below the phase change temperature to measure the input energy, the temperature on the side of the heater of the test piece and the temperature on the side of the cooler of the test piece in a non-steady state.
