PROBLEM TO BE SOLVED: To facilitate traceability of information and access management in an electronic conference, by designating a group or user to be disclosed for every message, so that mixing management of both messages to be disclosed only to a specified user or group and messages to the general can be performed in the same forum. SOLUTION: One electronic conference server 1 comprises a forum management part 23 managing information for identifying a plurality of forums and information for permitting reference or message delivery to each forum, a user group management part 24 for managing users as groups classified by levels, such as the general or a manager, and a message management part 22 for determining, based on the content and storage position on the server of a message, a forum that is a registration object, and disclosure destination information of the message, a disclosure destination for each message and displaying it.
