PROBLEM TO BE SOLVED: To provide a steering system of a working ship which is free from any troublesome procedures or any problem on cost as experienced in a method by a self-propelled ship, and capable of using tow boats which are steered by a single person. SOLUTION: The steering system of the working ship using tow boats is characterized by comprising a plurality of tow boats moored to the working ship by painters, and an operation panel for performing the remote control of the plurality of tow boats. The system is characterized in that each tow boat has two propellers for propulsion at a stern, and a propeller angle of each propeller for propulsion can be set in a range of 0-360°.
