PROBLEM TO BE SOLVED: To provide an engine control device and an engine control system capable of accurately acquiring characteristics of an arbitrary element related to the operation of an engine and the model parameter or the like of a control model while suppressing an increase in processing load. SOLUTION: The engine control device (ECU) controlling the valve opening of a throttle valve has a program (steps S11 and S12) for determining whether or not a predetermined condition is satisfied after engine operation is stopped, and a program (step S14) for acquiring a relation between an operation command and the operation result of the throttle valve by the operation command in connection with throttle characteristics by applying the operation command corresponding to opening/closing characteristics of the throttle valve (throttle characteristics related to engine operation) to the throttle valve when determined that the predetermined condition is satisfied.
