PURPOSE: A coding/decoding method and a device thereof are provided to decode bit stream which is encoded through various forms using the same information recognizing method. CONSTITUTION: A tool box unit stores a plurality of functional units. The tool box unit comprises plural tool boxes distinguishing and storing the functional units according to types. A decoder description interpreter(1420) extracts FUID(Functional Unit ID) from the inputted decoder description. A decoder configuring unit(330) forms a re-assemblage decoder by loading and connecting corresponding function parts from a tool box based on the FUID. A decoding solution(340) decodes input data by using the re-assemblage decoder.
