PROBLEM TO BE SOLVED: To prevent a reception quality from being deteriorated in the case of asymmetric traffic. SOLUTION: A demodulation section 101 outputs a demodulation signal to quality measuring sections 103 to 105 in a time slot at reception. The quality measuring sections 103 to 105 measure the quality of the demodulation signal from the demodulation section 101. TPC generating sections 106 to 108 respectively set transmission TPC commands in response to a result of the quality measurement by the quality measuring sections 103 to 105. A frame assembling section 109 use the transmission TPC commands 1 to 3 and transmission data to assemble transmission frames. A modulation section 110 applies processing such as prescribed modulation and frequency conversion to signals configured with the frames assembled by the frame assembling section 109.
