PROBLEM TO BE SOLVED: To provide a release paper, even without performing smoothing treatment such as calender treatment upon production, capable of reducing the using amount of a liquid composition for forming a peeling layer, and capable of suppressing the change of the peeling strength of an adhesive layer with the lapse of time, and an adhesive label using the release paper.SOLUTION: Provided is a release paper in which the surface of at least either side of a paper base material is laminated with a filling layer and a peeling layer in this order, in which the filling layer is made of polyvinyl alcohol or essentially consisting of polyvinyl alcohol, the flatness of the surface of the peeling layer is 170 s or lower, and the gas permeability of the peeling paper is 170 s or higher.
