PROBLEM TO BE SOLVED: To provide a reinforcing structure and a method of a columnar concrete structure, capable of eliminating various inconveniences when using a protective sheet with vinyl chloride as a construction material. SOLUTION: (1) Concrete is flattened by removing a sticking object sticking to a surface of a reinforcing object part as backing processing. (2) An adhesive property of the concrete and an Aramid fiber sheet is improved by blocking up a micropore by applying a primer to a concrete surface. (3) An impregnating adhesive epoxy resin is applied from above the primer. (4) The Aramid fiber sheet is stuck from above the impregnating adhesive epoxy resin. (5) The impregnating adhesive epoxy resin is applied from above the Aramid fiber sheet. (6) A protective sheet 3 with PTFE (tetrafluoroethylene) as a construction material, having weatherability, particularly, light resistance and moisture permeable waterproofness to an ultraviolet ray, is suitably put from above the impregnating adhesive epoxy resin, and the periphery of this protective sheet 3 is fastened by a fastening band 4.
