PROBLEM TO BE SOLVED: To solve the problem in which the prediction efficiency is not satisfactory when an error occurs in a pixel inside a block not at a block boundary.SOLUTION: A CTB coding unit 102 generates a block code string by coding image data of a block to be coded, and acquires local decoded image data of the block to be coded. A loop filter 104 filters the local decoded image data on the basis of a filter parameter for the block to be coded. A filter parameter coding unit 105 codes an acquisition flag indicating whether or not the filter parameter for the block to be coded is acquired from an adjacent coded block, and codes the filter parameter for the block to be coded when the acquisition flag indicates that the filter parameter for the block to be coded is not acquired from the adjacent coded block.SELECTED DRAWING: Figure 3
