A wireless communication system is equipped with an MME (70) that generates a white list that specifies the CSG cells accessible by a UE (10), an HeNB gateway (50) that determines accessibility based on the white list, and CSG cell home base stations (30, 80). The UE (10) has a manual selection execution unit which accepts a manual selection of a CSG cell and requests that a mobility administration device add said CSG cell to the white list, and a measurement report message generation unit which generates a measurement report message to which is added information that indicates the white list is currently being updated when the accepted manually selected CSG cell is included in a CSG cell to be included in the measurement report message but the selected CGS cell is not included in the white list stored in a white list memory unit. As a result, it is possible to provide a wireless communication system capable of executing handover while appropriately reflecting manual selection processing.
