PROBLEM TO BE SOLVED: To provide an information communication device capable of reducing tightness of a communication line.SOLUTION: Index calculation means calculates a traffic index to be an index of road congestion on the basis of received travel information. Determination means determines presence or absence of the road congestion on the basis of the calculated traffic index. If the determination means determines the presence of congestion, transmission control means controls so that locus information for identifying a vehicle traveling locus in the travel information is transmitted from transmission means. If the determination means determines the absence of congestion, the transmission control means controls so that the calculated traffic index is transmitted from the transmission means.SELECTED DRAWING: Figure 2
