PURPOSE:To reduce power consumption without any decrease in operation speed by connecting a high resistance element between the connection point between a load and a nonlinear element and a power source terminal and obtaining an output voltage at the connection point. CONSTITUTION:A switch 18 is turned off with a chip-enable signal CE in a stand-by state and turned on in an active state. Therefore, the potential at the connection point N is a voltage-division value of a source voltage VDD determined in the stand-by state determined by the ratio of the resistance value of the high resistance element 22 and the resistance value of the nonlinear element 20. At this time, a through current flows from the power source terminal 21b through the elements 22 and 20, but its value is much smaller than the value of a through current flowing through the load 19 and element 20, so the power consumption is reduced. Further, the potential at the connection point N does not drops to 0V in the stand-by state, so the output voltage Vref is raised speedily in transition from the stand-by state to the active state.
