PURPOSE:To correct a picture to a higher quality by extracting the outline of a picture signal, detecting a color fog which exists in connection with it, and replacing the color-fogged color to a peripheral color or a color produced by a color signal generating device. CONSTITUTION:A TV picture recorded at a VTR3 is synchronized with a timing generating circuit 4, inputted to a NTSC decoder and made into an RGB color picture signal g2. The signal is stored through an A/D converter 6 and an S/P converter 7 to the first picture memory 8. The signal stored to a picture memory is read under the control of a CPU11, and stored through a data selector 10 to the second picture memory 15. The data for correcting the color from a signal generating device 13 is added to other input of the data selector 10. An outline extracting circuit 20 extracts the outline of a picture signal D2, outputs outline line data f1, detects a color fog which exists in connection with the outline, and corrects it by the peripheral color or newly produced color.
