PURPOSE:To improve the frame utilizing efficiency by forming signals having the same burst length as a group, accommodating the result in a frame and accommodating a new burst signal in an idle slot at the maximum distance between signal groups without exceeding adjacent different burst length signal group. CONSTITUTION:The burst group of a base band signal obtained by demodulating (1) a radio carrier wave signal is observed by using a burst arrangement observing device 2. The observation signal enters a memory address controller 3, the transmission power is applied at the moment when the burst of the own station is sent by the control of the controller 3 and the transmission power is deenergized in other cases. An output of the controller 3 is inputted to a random access memory 5 and a modulator 6. Transmission bursts are arranged in the order of transmission capacity in a frame in the memory 5 and the result is inputted to the modulator 6. Further, the transmission data is fed from the memory 5. Thus, since the channel assignment in the frame in the time division communication system in the time division communication system is executed while the boundary line is moved adaptively along with the distribution change of full multi-access information, the frame utilization efficiency is improved.
