PURPOSE:To obtain a precise brake torque with simple constitution and high reliability by utilizing a transmission torque of a friction clutch mechanism as a brake torque of a reel base. CONSTITUTION:In selecting the stop mode from the fast reed/rewinding mode, an electromagnetic solenoid 33 is deenergized, release arms 31, 32 are driven synchronously therewith and released from lock pieces 25, 34. The lock pieces 25, 34 are engaged with a supply reel base and the 2nd gear 18 of a winding reel base 3 attended therewith to block the drive of the 2nd gear 18. Thus, the transmission torque set by the friction clutch mechanism provided at the inside of the supply reel base 35 and the winding reel base 3 is brake torque and the supply reel base 35 and the winding reel base 3 are subject to braking by the brake torque.
