PURPOSE:To use an electrostatic discharging function stably right after operation (AC application) by heating an electrostatic discharging part by an external heater to specific temperature and turning off the external heater at the start of the operation. CONSTITUTION:When a voltage is applied from a power source 10 for electrostatic discharging to a discharge element 2 equipped with a discharging electrode 3 and an internal electrode 5 covered with a dielectric film 4, ions 7 of a charging current flows to a corresponding electrode 8 equipped with a photosensitive layer 8a, which is charged. Further, a voltage is applied through a changeover switch 15 prior to the application of the voltage to the discharging element 2 to preheat the discharging element 2 and heating is stopped at the same time with the voltage application to the discharging element 2. Consequently, the discharging element performs discharging operation in a stable operation temperature state from the start of the discharging, which is carried out excellently at any time.
