PURPOSE:To safely carry out water cut-off of weak ground or strengthening of ground without unpleasant smell, by consolidating water glass containing an added consolidating agent consisting of a carboxylic acid and specific ester within an alkaline region. CONSTITUTION:A consolidating agent consisting of (A) a carboxylic acid, e.g. acetic acid, etc., and (B) an ester compound which is a substance, capable of causing hydrolysis in the presence of an alkali to form an acid group and consisting of a liquid substance having about <=20% solubility in water (preferred examples; triacetin, ethylene glycol or propylene carbonate) is added and blended with water glass and the resultant blend is consolidated within an alkaline region.
