PURPOSE:To simply and accurately perform the rotating operations of displayed pictures by providing a rotary input means to a mouse. CONSTITUTION:The shifting value of a mouse 2 is calculated by a position detecting part 3 and a graphic picture displayed on a display means 1 is moved and set at the corresponding position. The mouse 2 is provided with a rotational value input means 2A and the rotating amount and the rotational direction given from the means 2A are recognized by a picture rotating amount recognizing part 5. A ROM 6 stores a control program which controls the rotation of the picture in response to the rotating amount recognized by the part 5. Then the graphic picture displayed on the means 1 is rotated by the control program of the ROM 6. The rotational direction of the graphic picture is decided according to the clockwise or counterclockwise drive of the means 2A. As for the rotating amount of the graphic picture, the rotating amount of the means 2A is defined as the rotating amount.
