PURPOSE:To prevent bleeding and floating of a toner, and to obtain an image of a high picture quality by providing a toner collecting means having a rotary roller for rotating, while coming into contact with a frictional charging member driven by a rotation driving mechanism, and adsorbing a scattered floating toner. CONSTITUTION:A roller 35a of a toner collecting device 35 is slide-rubbed against a frictional charging member 35d, charged to positive (or negative) and adsorbes a toner of negative (or positive) charging. The roller 35a is constituted of a resin to which conductive fine powder has been dispersed, electrified while it is slide-rubbed against the member 35d, and leaks a charge during several seconds - scores of seconds. A metallic roller 35c is a metallic roller which becomes a rotation axis of the roller 35a, and grounded. The toner floating in a device adheres to the roller 35a since its adhesion to an image forming body is weak, therefore, scattering of the toner decreases remarkably. The toner which has adhered to the roller 35a is scraped down by a scraper 36b, and stored in the toner collecting device 35.
