The device has a one piece housing (10) with an integrated closing piece (42) for the jacket. The closure is a bottle neck type with an outer accommodations bulge (43) which has an exterior circumferential groove (44) to sealingly accommodate and outer skin (45) of the floating body of the jacket. The leakage channel (33) is formed as a through hole in the housing and the outlet (35) for it is closed of by a lock. This lock is formed as a threaded stop which is screwed into the channel. The non-return valve (40) used is of the same type as used for a car tyre. ADVANTAGE - The construction incorporates as few parts as possible.
