PROBLEM TO BE SOLVED: To decrease the errors included in the converted 1st data by applying an arithmetic operation including the accumulation to the 2nd data which is subjected an arithmetic operation. SOLUTION: The video data are inputted to an inverse quantization circuit 11 to subject the inverse quantization processing and then outputted. A discrimination circuit 12 discriminates whether the received data are odd or even (excluding '0'). A ± output circuit 13 outputs '+1' or '-1' based on the data outputted from the circuit 12, and this output signal is supplied to a selector 30. The selector 30 selects an input signal based on the data which are supplied from a variable length decoding circuit 10 and show the type of the present video data. In other words, the selector 30 selects value '0' when a B picture is selected and then selects the data that are outputted from the circuit 13 when an I or P picture is inputted to output these selected value and data to an adder 14. |
