Surface-treatment of cement particles using a fine particulate mineral additive comprises processing the particles and additive in an agitator mill containing a rotor with projecting components, in the presence of grinding bodies having an average size of 2-15 mm. Preferably the additive is a silica-containing material, especially microsilica.
