PROBLEM TO BE SOLVED: To provide a method for purifying nitrogen oxide which can remove nitrogen oxides in environment efficiently at low cost and control the generation of a reaction product and an apparatus for the method. SOLUTION: In a method and an apparatus for purifying nitrogen oxides contained in exhaust gas, a process in which atmospheric pressure low temperature non-equilibrium plasma is applied to the exhaust gas and a process in which voltage to be applied to the plasma is set up on the basis of a standard value at which NO2 becomes maximum by the oxidation of NO in the gas by the application of the plasma, NO contained in the gas is oxidized efficiently into NO2, and the exhaust gas is brought into contact with a reducing agent solution are provided, and nitrogen oxides are removed through the dry process by the application of the plasma and the wet process by using the reducing agent, or a semi-dry process in which the dry and wet processes are combined.
