PROBLEM TO BE SOLVED: To obtain a dissolving agent for treating waste polyurethane foam molded products into an easily treatable form from scallop shells, and simultaneously effectively utilize the scallop shells which have been a disused material. SOLUTION: This dissolving agent for polyurethane foams is obtained by mixing calcium carbonate powder comprising the crushed powder of shells having the crystal calcite structure of calcium carbonate with calcium oxide powder obtained by calcining the calcium carbonate powder.
