PROBLEM TO BE SOLVED: To provide a method, a system and a device for calculating, a rate and a recording medium which can reduce the cost as the human cost needed for measuring the supply rate of a feed as gas, electricity and service water. SOLUTION: A consumer reads a measured value from a supply measuring instrument 40 indicating the supply rate, which the consumer inform the energy company, and the energy company calculates the fare with the discount of the cost of the consumer's reading the supply measuring instrument.
