SOLUTION: A motion detecting part 12 controls a switch 24 by detecting a motion of an image for interpolation, stores an interpolation signal in a memory 25 when the image for interpolation is a still image and stores no interpolation signal 25 when the image is a moving image. Multiplication means 27 and 26 multiply the interpolation signal by a coefficient (1-α) and a coefficientαto be determined by a motion detection result. An image synthesizing part 28 synthesizes the inputted signal. A switch 30 switches an output signal of the image synthesizing part 28 and output of a fixed pattern generating part 29 according to a control signal of a controller 13. A data operation part 31 adjusts multilevel characteristics, etc., of the interpolation signal and outputs the signal to an image synthesizing part 21.
