PROBLEM TO BE SOLVED: To assure a weight of an overall block necessary to stably install by molding a bottom block while maintaining a profile and a size of a coating block body molded in a molding cavity of a female mold, and to rotatably load covering soil in a method for molding an executing surface coating block by filling concrete in a bag arranged in the molding cavity of the female mold. SOLUTION: The bag 4 for filling the concrete 6 has an excessively long end 4a not specified by the molding cavity 3. The method for molding the working surface covering block comprises the steps of further filling the concrete 6 in the end 4a, and integrally molding a coating block body 9 specified by the cavity 3 with the bottom block 10 not specified by the cavity 3.
