PROBLEM TO BE SOLVED: To provide coating film forming method using a coating material which contains a brilliant material of a metal and nevertheless, hardly causes static electricity leakage at the time of forming a coating or coating film of an organic solvent type coating material on a substrate of such as an automobile by an electrostatic coating apparatus. SOLUTION: The brilliant coating film forming method comprises the steps of forming a metallic base coating film on a substrate using an electrostatic coating apparatus and further forming a clear coating film by wet-on-wet manner. In the method, the metallic base coating material for forming the metallic base coating film contains a specified phosphoric acid residue-containing acrylic resin (a), a brilliant agent made of a metal (b), and methanol (c).
