PROBLEM TO BE SOLVED: To provide an apparatus for controlling conveyance and rotation of a steel plate capable of improving manufacturing efficiency of thick plate rolling. SOLUTION: In the apparatus for controlling conveyance and rotation of the steel plate on a carrying table and a rotational table situated on the front surface of the thick plate rolling mill, (1) the position of the steel plate is detected as steel plate positional information, (2) the speed of the carrying table and the rotational table is computed, based on the steel plate information concerning dimension and weight of the steel plate, and (3) the speed of the carrier table roll and the rotational table roll is outputted, based on the steel plate positional information so that the conveyance and rotation of steel plate is controlled. The steel plate positional information is detected by the inlet side of the rotational table, and when it is judged that the steel plate has arrived at the vicinity of the rotational table, based on the steel plate positional information, the speed of both carrying table roll and rotational table roll is outputted.
