PROBLEM TO BE SOLVED: To make it possible to machine a precise recess by electro-chemical machining with a simple structure at a low cost. SOLUTION: A masking member 33, in which a communicating hole pattern 33a corresponding to shapes of grooves 23a, 23b for generating hydrodynamic pressure is formed so as to penetrate it, is brought into direct contact with a machining surface of a workpiece 23'. Electrolytic solution is supplied, while flowing, into a gap between the masking member 33 and an electrode tool 35. Electro-chemical machining is carried out by flowing the electrolytic solution into the inside of the communicating hole pattern 33a in the masking member 33. Thus, the grooves for generating hydrodynamic pressure having shapes corresponding to the communicating hole pattern is easily and accurately formed on the workpiece.
