PROBLEM TO BE SOLVED: To provide a dwelling house and a housing lot making use of space above a river as a second story to allow residents there to live a stable life. SOLUTION: A base column 5 is installed to extend from a bank 6 at the end of the embankment of a river, square rubber and round rubber 3 are installed on the top of the column 5, and a steel plate 2 is placed on the top surface of the rubber 3 and extended horizontally to the other side of the river to obtain the housing lot 1. A support for hanging a wire rope from above is erected and the steel plate 2 and the housing lot 1 as the ground are suspended by the wire rope. Since the housing lot is suspended by the rope from above and supported by the square rubber and round rubber 3 from below, it is very secure, with the shocks of earthquakes seldom felt by the residents.
