<P>PROBLEM TO BE SOLVED: To provide an information input device, an information recording and reproducing device and an information processing system in which wrong notes or insufficient notes are efficiently compensated. <P>SOLUTION: When a writing operation is performed upon a recording medium 1 arrayed with a number of code symbols 3, coordinate information of a writing position on the recording medium 1 is acquired by a code reader part 6 and a decode means and when it is decided that the acquired coordinate information is associated with a recording request, the acquired coordinate information and data stored in an information recording and reproducing device 102 are recorded in a recording, part in association with each other. When it is decided that the acquired coordinate information is associated with a reproducing request, on the other hand, data recorded in relation to the coordinate information are extracted from the recording part of the information recording and reproducing device 102 and displayed on a TV monitor 103 or the like.
