<P>PROBLEM TO BE SOLVED: To sufficiently provide effect due to automatic stop even when an engine stops on a sloping road. <P>SOLUTION: An automatic stop and restart control means 21 of an ECU 2 functions as a road surface condition inferring means for inferring a road surface condition including a road surface grade and road surface resistance, a coefficient setting means for setting determining coefficient Kbrk used when determining control for automatic stop and restart of the engine in accordance with a road surface condition, a pressure acquisition means for examining change of brake hydraulic pressure, and a determining means for setting an allowance flag for automatic stop and restart of the engine.
