<P>PROBLEM TO BE SOLVED: To accomplish high quality image formation by preventing nonuniform density and soiled base, which are caused by developer flocculating in the position where a developing roller and a developer layer thickness regulating member face each other. <P>SOLUTION: The developing device includes the developing roller 29 for supplying developer held thereon to an image carrier 2 having an electrostatic latent image formed on it; the developer layer thickness regulating member 32 for regulating the layer thickness of the developer held by the developing roller 29; and an air spray mechanism 35 for spraying air to a part located near the position where the developing roller 29 and the developer layer thickness regulating member 32 face each other and upstream of the developing roller 29 in the direction of the rotation of the developing roller 29. The developer tends to flocculate in the part near the position where the developing roller 29 and the developer layer thickness regulating member 32 face each other and upstream of the developing roller 29 in the direction of the rotation of the roller 29. By spraying air to the part by the air spray mechanism 35, the flocculating developer can be caused to fly and scatter.
