A communication apparatus is provided with a first processing unit for performing a first layer process, and a second processing unit for performing a second layer process, the second layer being provided on a higher level than the first layer. The second processing unit is configured so as to communicate using a first component carrier included in a licensed band, and to communicate using a second component carrier included in an unlicensed band. The first processing unit communicates using the first component carrier, and communicates using an element carrier selected from among a plurality of element carriers associated with the second component carrier.
