PROBLEM TO BE SOLVED: To provide a monitor, a monitoring program and a monitoring method capable of monitoring an operation state of a service.SOLUTION: A port scan section 31 performs a port scan according to a UDP (user datagram protocol) on a server which provides a service as a monitoring object by using a port scanner 30.
