PURPOSE:To obtain a coder in which initial bit distribution is implemented with less visual distortion by providing a bit distribution means distributing bits in response to a change in visual distortion caused in each block the coder. CONSTITUTION:A visual distortion calculation section 11 calculates visual distortion to all distribution values in all blocks. An initial bit distribution section 12 is connected to the visual distortion calculation section 11 to obtain the initial bit distribution based on visual distortion, a threshold level and a prescribed equation. A data quantity control section 13 connects to the initial bit distribution section 12 to control the bit distribution based on visual distortion, a threshold level and a prescribed equation. A coding section 14 connects to the data quantity control section 13 to perform actual coding according to the distributed bit number. Then distortion is being decreased by increasing the distributed value in the same block in general, and sufficient picture quality with less distortion visually at a distributed value is obtained and the minimum distributed value with less visual distortion is used for the initial arranged bits. |
