The apparatus is for regulating the tension of the thread irrespective of its thickness and kinds, in the process of releasing the thread from a number of bobbins, and winding the thread with a predefined density and width. It comprises a support plate having a connecteion part; a pair of fixed guides having an entrance hole and an exit hole for guiding the thread; a guide disk having a guide hole for guiding the thread released from the bobbins; an actuating guide, having a number of rings, coming near the fixed guide if the tension of the thread gets increased, and retreating from the fixed guide if the tension gets decreased; and a rotary blade connected to a rotary shaft of the actuation guide.
