PROBLEM TO BE SOLVED: To prevent unfair use in a bicycle parking lot in advance. SOLUTION: A rotary door 10 and an exit door 20 are provided at the exit B of a bicycle parking lot. Although users can freely go out of the parking lot from a rotary door 11, unless specified prepaid cards or the like are set in an automatic fair-collecting machine 70, the exit door 20 for the exit B is not opened and hence, one can not take out his bicycle. Doors 30, 40 for the entrance are provided at the entrance A of the parking lot. Even when one tries to dishonestly bring out a bicycle from the entrance A, the user is detected by an ultrasonic sensor 93 and the doors 30, 40 for the entrance are automatically closed.
