PROBLEM TO BE SOLVED: To provide the image CODEC,(coder.decoder) where deterioration in image quality in the case of dubbing is prevented against a shifted phase of an input signal. SOLUTION: An input phase shift information detection means 11 detects input phase shift information of a received digital image signal. A processing block division generating means 12 generates a processing block from a digital image signal based on the input phase shift information. A coding means 13 applies coding compression to the processing block to provide an output of a compressed stream. A synthetic compression stream transmission control means 14 synthesizes the input phase shift information with the compressed stream to send the synthetic compressed stream. A synthetic compression stream reception control means 21 separates the input phase shift information and the compressed stream. A decoding means 22 decodes the compressed stream to output decoded data. A processing block release means 23 releases a processing block from the decoded data.
