PROBLEM TO BE SOLVED: To generate high quality character data with less data amounts even for such characters as their contour lines are formed of smooth curves like characters in brush writing and handwriting. SOLUTION: A data entry means (S1) takes contents of characters by a scanner as dot matrix data. A contour line dot sequence extraction means (S2) extracts the outline dot sequence from this dot matrix data. A function approximation means (S3, S4) approximate the curve formed of the outline dot sequence by using a fluency function. The fluency function is differentiable limited time, and is a sample function of a finite support, which takes 1 at the sample position t=0, and takes 0 in the ranges t=±1, t<=-2, and t>=+2, and takes a value other than 0 with other values of t. A storage means (S5) stores the approximation results as character data.
