<p>PROBLEM TO BE SOLVED: To minimize congestion of a policy base network, so as to minimize a download time and a time required for policy rule conversion without interrupting policy control or with a minimized interrupt time, thereby avoiding an excess load from imposing on a router. SOLUTION: Dependence of data between policy rules is analyzed to obtain a minimum policy rule and a data set. Whether the policy rule is stored in a router is discriminated and a policy server transfers an indentifier of the policy rule, without having to transfer the contents of the policy rule. Thus, the congestion of the network is minimized, the download time and the time required for conversion of the policy rule are minimized, the policy control is not interrupted or the interrupt time is minimized, and no excess load is imposed on the router.</p> |
