PROBLEM TO BE SOLVED: To make movement of a film 31 smooth and prevent the film from being sucked into the inside of a tray 16 by relatively reducing the absorbing force of the air in a tube film and reducing the friction between the pipe 30 and the film 31. SOLUTION: The apparatus seals a forefront tip by the sealing effect by a pair of seal bars by arranging a suction pipe 30 along a track to carry the trays 16 to accommodate a work to be packaged in a longitudinal row, forming a strip-like film into a tube 31 around the tray and the suction pipe while sucking the air in a tube film 32 by the suction pipe 30, and the air is sucked by the flow of the secondary air 71 to be induced out by the flow of the primary air 70. Since the suction force is relatively weak, the friction between the pipe 30 and the film 31 is small, and thus, the film 31 is smoothly moved, and the film is sucked inside the tray 16.
