PROBLEM TO BE SOLVED: To obtain a compressed image which can precisely discriminate the content of an image, irrespective of its compression rate by preventing that the feature of an original image is hard to understand or becomes extinguished. SOLUTION: The image density degree of the original image is analyzed, the effective image of the original image is extracted, and the extracted effective image is compressed. The compressed effective image is composed with an original image which is compressed separately, and the composited image is transmitted to a network 7 as approximate information on an image. Thereby, the feature of the original image being hard to understand or becoming extinguished can be prevented, and the content of the image can be discriminated precisely, irrespective of its compression rate.
