SOLUTION: A sulfur binder is composed of adding one or more kinds of materials of 0.1 to 50 pts.wt. which are selected from a group comprising a I group metal, an VIII group metal, a I group metal compound and an VIII group metal compound to sulfur of 100 pts.wt. And a sulfur civil engineering and construction material is manufactured by using the sulfur binder of 10 to 50 pts.wt. and an aggregate of 50 to 90 pts.wt.
