PROBLEM TO BE SOLVED: To provide a developing roller which can prevent an image from having density unevenness by reducing permanent recess deformation. SOLUTION: This roller has a columnar conductive shaft body 1, a cylindrical elastic layer 2 which covers the surface of the conductive shaft body 1, and a cylindrical surface layer 3 which covers the surface of the elastic layer 2. Then the compressive stress relaxation rate of the elastic layer 2 is 0 to 7%, the residual compressive strain rate of the elastic layer 2 is 0 to 5%, and the durometer hardness of the surface layer 3 is A1/15 to A80/15.
